Care Services Efficiency Delivery

CSED helps councils to identify and develop more efficient ways of delivering adult social care. The programme is focused on efficiency solutions that support the transformation of adult social care, set out in Putting People First, and help deliver sustainable transformation with maximum benefit to service users.

Key resources

  • Homecare Re-ablement
CSED has compiled a body of evidence on the benefits of homecare re-ablement and a practical implementation toolkit for councils looking to introduce new or expanded homecare re-ablement services.
  • Telecare
A suite of CSED tools helps commissioners to evaluate, plan and deliver expanded telecare services.
  • Crisis Response
Resources include a guide to implementing crisis response services, methodologies for calculating the efficiencies they can achieve across health and social care and a series of case studies on successful services.
  • Integrated Care and Support Pathway Planning
CSED's guide to Integrated Care and Support Pathway Planning (ICSPP) provides easy access to this joint working and service development approach.
  • Support Related Housing
Good practice case studies show how closer collaboration and joint commissioning between councils and partner organisations can improve services and create efficiencies.
  • Demand Forecasting
This range of resources aims to provide councils with the basic building blocks to plan and manage changes in service demand.
  • Transforming Community Equipment Services
The retail model for community equipment was developed for local adoption and implementation. Website resources include background documents for council and health teams.
  • Care Management Processes
Resources include process and operational improvements that adult social care departments can introduce to improve the effectiveness of services and create efficiency savings.
  • Better Buying
Resources include tools to evaluate relative costs of in-house and outsourced services and links to standardised procurement documents.
  • Use of Resources
Drawing on a number of case studies and support tools from CSED, this DH guide offers advice, alternative approaches and a range of evidence to help senior managers make shifts in the use of their money to develop both efficient and effective services.
